L3Harris delivers interim ‘Air Force One’ VC-25B bridge aircraft to the US Air Force
L3Harris Technologies has delivered the VC-25B bridge aircraft to the US Air Force, providing an interim solution for the presidential airlift mission while Boeing’s delayed next-generation Air Force One programme remains under development.
The aircraft, a modified Boeing 747-8i gifted to the USA by Qatar, arrived at Joint Base Andrews on June 19 and will now begin its commissioning flights.
L3Harris completed the conversion in just 10 months through around-the-clock operations across three shifts.
Bridge aircraft fills gap as VC-25As age
The new aircraft will supplement the current VC-25A fleet, which entered service in 1990 and consists of two heavily modified Boeing 747-200Bs. The ageing aircraft have remained in service far longer than originally planned due to continuing delays to Boeing’s VC-25B replacement programme.

L3Harris said the accelerated project was intended to ensure continuity of the Presidential Airlift mission.
“Through a trusted, fast-tracked partnership with the Air Force, we have proven that the US defence industrial base can move at maximum velocity when the mission demands it,” said Christopher Kubasik, chairman and chief executive officer of L3Harris. “L3Harris rose to the challenge, and we are deeply honoured to deliver to the Commander-in-Chief a symbol of American strength that meets the nation’s highest standards without compromise.”
Secure airborne command post capabilities
According to the company, the aircraft provides the Office of the President with a secure airborne command post equipped with a new communications system designed to maintain resilient connectivity during crises and global events.
L3Harris said it invested in programme readiness before receiving formal demand, ensuring production capacity and personnel were already in place when the requirement emerged.
Commissioning flights will confirm readiness for presidential transport
According to the US Air Force, commissioning flights constitute a “‘final exam’ for the aircraft modification,” allowing the White House to confirm the aircraft’s readiness for presidential transport and “finalising the protocols required to safely and securely transport the President of the United States.”

The aircraft will be officially “commissioned” into the active executive airlift fleet upon completion of these flights, supplementing the VC-25A and C-32 fleets in transporting the US president.
“The safety and security of the commander in chief is our highest priority,” said Secretary of the Air Force Troy Meink. “From the beginning, we meticulously evaluated every requirement to accelerate delivery while maintaining the high standards expected of the presidential mission. This effort proves that the US Air Force can move fast without sacrificing quality, security, or reliability.”
Flight testing completed in May
Before delivery, the aircraft completed modification work and flight testing earlier this year.
The US Air Force announced in May that the programme had successfully completed those tests and was preparing to enter service in summer.

“This program epitomises what is possible when clear accountability is placed on one individual, and the entire enterprise of stakeholders aligns behind a single mission outcome … deliver a bridge capability as soon as possible to relieve pressure on the ageing VC-25A fleet,” said Gen. Dale White, Department of War direct reporting portfolio manager for Critical Major Weapon Systems in the US Air Force announement.
Air Force Chief of Staff Gen. Ken Wilsbach added: “The VC-25B Bridge program is a testament to the Air Force’s ability to innovate and rapidly evolve to ensure the continuity of our government under any conditions.”
A new Trump livery ends Raymond Loewy’s American legacy
The aircraft has since been painted in a new red, white and blue livery favoured by President Donald Trump.

It replaces the iconic blue-and-white livery designed by renowned French-American industrial designer Raymond Loewy, considered the father of industrial design and dubbed ‘the man who shaped America,’ which was introduced during the Kennedy administration.
Separate from Boeing’s delayed Air Force One replacements
The bridge aircraft stands apart from the two purpose-built VC-25B aircraft that Boeing is developing to replace the current Air Force One fleet.
Those aircraft, based on the Boeing 747-8 Intercontinental, have suffered years of delays and escalating costs. During his first term, President Trump pressured Boeing to accept a $3.9 billion fixed-price contract for the new aircraft, resulting in billions of dollars in losses for the planemaker.

The aircraft are now expected in 2028, significantly later than originally planned, which would be near the end of President Trump’s second term. The Qatari 747 has been converted to provide additional presidential airlift capability until those aircraft become operational.
The newly converted presidential aircraft is on track to enter service in time for the nation’s 250th Independence Day on July 4.
