Inside Washington Dulles Airport’s $20 billion transformation

Washington Dulles International Airport is set for one of the largest airport redevelopment programmes in the United States, with a more than $20 billion investment to replace ageing concourses, expand rail connections, retire the airport’s iconic mobile lounges, and create a modern international gateway for the US capital.

The decade-long project was announced by the Metropolitan Washington Airports Authority (MWAA), United Airlines and the US Department of Transportation. It will add or renovate more than 5 million square feet of airport space while preserving the landmark Main Terminal designed by renowned architect Eero Saarinen.

The new programme represents a significant increase on the previously planned $7 billion investment for Dulles. It will transform the airport into what officials describe as the “airport of the future” for the National Capital Region.

A complete overhaul of the passenger experience at IAD

The redevelopment will significantly enhance the passenger experience throughout the journey, from arriving at the airport to clearing customs after an international flight.

Planned improvements include:

• New airport entrances and expanded close-in parking
• Modern ticketing halls and check-in facilities
• Upgraded security screening areas
• Replacement of the ageing C/D Concourse with modern facilities
• Additional gates capable of handling larger aircraft
• Expanded passenger seating, workspaces and amenities
• Improved baggage handling systems
• More restaurants, shops and airline lounges
• A significantly larger United Club network
• One of the world’s largest United Polaris lounges

The project will also optimise aircraft operations with more flexible gate capacity for both domestic and international services.

“This new construction effort builds upon the multiyear Dulles Master Plan, developed in consultation with our airline partners, that will modernise Washington’s main international airport,” said Airports Authority President and CEO Jack Potter. “We are grateful for the Trump administration’s interest in accelerating the pace and scope of our plans, and we look forward to building new facilities that will be a source of pride for our nation.” 

The end of Dulles’ famous mobile lounges

Perhaps the most significant change is the planned retirement of Washington Dulles’ distinctive mobile lounges.

The airport opened in 1962 with innovative people movers that transported passengers directly between the terminal and aircraft. While these have been a unique part of the travel experience at Dulles for decades, they have become a bottleneck in the journey amid rising passenger numbers. The crash of a mobile lounge in November of last year, which injured 18 passengers, sealed the fate of the remaining fleet. 

The new masterplan extends the airport’s AeroTrain automated people mover. It also adds a central pedestrian tunnel, allowing travellers to walk between terminals and gates.

International arrivals will also benefit from direct walking access to a much larger US Customs facility.

United doubles down on its Washington hub

United Airlines, Dulles’ largest carrier, is a major partner in the redevelopment.

The airline expects the new infrastructure to support continued international expansion and improve connections through one of its seven US hubs.

“Washington Dulles is the gateway that connects the nation’s capital to the world, and this transformation builds on United’s long-term investment in our hub to deliver the world-class airport experience our employees, customers and millions of travellers deserve,” said United CEO Scott Kirby. “We thank the Trump administration and the Department of Transportation for their support as we move this transformative project forward and make Dulles a showcase for the nation’s capital, setting a new standard for airports across the country.”

Before the wider redevelopment begins, United will open Concourse E later this year with:

• 14 new gates
• Direct AeroTrain access
• New United Club facilities
• Expanded premium passenger lounges
• Additional capacity for international routes

Preserving Saarinen’s architectural masterpiece

Much of the airport will be rebuilt, but officials stressed that the iconic Main Terminal designed by Finnish-American architect Eero Saarinen will remain at the heart of Dulles.

Opened in 1962, the sweeping concrete terminal roof remains one of the most recognisable pieces of airport architecture in the world.

The redevelopment will modernise and expand the surrounding facilities while preserving Saarinen’s original vision.

Funding through municipal bonds

Much of the redevelopment will be financed through municipal bonds issued by the Airports Authority in partnership with airlines serving Dulles.

Officials said this approach offers significantly lower borrowing costs than private-sector financing while allowing construction to proceed in phases over the next decade without disrupting airport operations.

The expanded programme follows a 2025 US Department of Transportation request for proposals to accelerate improvements already identified in Dulles’ long-term master plan.

Duffy. “By partnering with United Airlines and MWAA, we will create a world-class airport filled with stunning architecture, gorgeous concourses, efficient security screenings, additional gates, and improved mobility – all while preserving Dulles’ iconic primary terminal. Say goodbye to those stale concourses, drab interior, endless walkways, and those absurd mobile lounges, and say hello to a state-of-the-art facility that will inspire millions of flyers for generations to come.”

One of United’s fastest-growing hubs

Washington Dulles has become one of United’s fastest-growing hubs and serves more than 200 destinations worldwide through the Washington metropolitan airport system.

The $20 billion redevelopment project would place Dulles among the world’s leading international gateways.

Once complete, passengers can expect a more seamless journey, with modern facilities, expanded rail connections, improved customs processing and substantially greater airline capacity.
