Uganda CAA agrees launch of training partnership with ICAO

May 30, 2025

The Uganda Civil Aviation Authority (UCAA) has signed an agreement with the International Civil Aviation Organization (ICAO) to collaborate on and develop a training scheme.
The agreement, which was signed on 27 May is expected to bring multiple benefits to Uganda’s aviation sector, making it more competitive, promoting economic development and generating employment opportunities.
Through ICAO’s Global Aviation Training (GAT) section, the partnership will see the establishment of a department within UCAA to assess training gaps and needs and develop a long-term training plan. Fred Bamwesigye, UCAA’s director general said the agreement “reflects UCAA’s unwavering commitment to aviation excellence, human capital development, and its alignment with Sustainable Development Goals (SDGs) on industry innovation and resilient infrastructure as per the regulations of ICAO.”
In addition to enhanced training and capacity building the partnership will also improve regulatory oversight, ensuring that the East African country’s aviation sector operates in compliance with international standards and best practices.
It will also increase efficiency and safety, as well as the capacity of air navigation services and operations at Entebbe International Airport and 13 other regional airports and airfields in the country.
Enhancing Uganda’s aviation sector
The agreement with ICAO follows the launch of Uganda Airlines’ London Gatwick route earlier in May, marking the carrier’s first foray into Europe. British Airways had previously served the link between Entebbe and London but had stopped the service almost a decade ago.
The UCAA also recently launched a Wildlife Hazard Management Committee to tackle the risk of bird strike at Entebee Airport.
